$19.99 is an amazing price for a Gore-Tex parka! I could hardly believe what I was seeing when I looked at the price. The fact that it is Gore-Tex means it will be waterproof. Some jackets say they are waterproof when they are not. I am also going on the say-so of Tariq about it's waterproofness.
Fortunately for me I have a head size of 6 7/8 (since I am a woman), so the hood fits perfectly and the internal pockets don't have any holes. Since I am handy with a sewing machine, I am going to put in a zipper, since I don't like using snaps much. The installation of a zipper will be super easy because the original zipper was just cut off. All I have to do is use a seam ripper and open up the seam and insert another zipper and stitch down!I am hoping for a downpour tomorrow to test it out!
As far as the smell that it has, I quite like it. There's no doubt that this has been worn by someone else. It even smells like a very nice cologne. It makes me wonder who the man was who served his country using this parka...
Thanks again, Maurice, for searching the world to find items like this parka!

Overall, I am extremely happy with this jacket. Unfortunately, it seems the age (1997 issue) has taken a toll on the goretex; even after washing it with a goretex treatment, the water doesn't bead up and roll off the jacket as it should. However, I have worn this through serious torrential downpours and I have always stayed 100% dry. The water absorbs into the outer most layer, but doesn't seem to penetrate any further. It takes a while to dry though.
The hood feels awkwardly small, so I don't really use it. Fastening all the buttons gives excellent coverage. I wear a size small, but I compromised and bought a medium jacket. It's a bit big on me, but that's expected and doesn't detract one bit. The jacket comes down to about my knees. The pockets are very large and spacious. However, on my jacket, the internal pockets have holes--so if I'm storing something in them, they will fall inside the jacket lining! The draw string is a real gem here: it keeps the cold weather out (the coldest I've worn this in was about 25 F). By the way, the lack of a functioning zipper is almost irrelevant. The buttons snap up nice and tight and protect you from the elements. If you *really* want, you could replace the broken zipper with a new one, but I personally haven't found it necessary.
I'm writing this review after using this jacket through late winter and spring in the Washington DC area. This is easily my most reliable coat. Its comfort is unsurpassed (no stiff surplus feel, not bulky at all) and it moves so naturally with your body. I use it for everything: walking around my rather large campus, as an expedient blanket, for hiking... By the way, it looks good too (better than in this picture). I'm mildly disappointed the cold weather has left because I enjoyed wearing this so much!
I will say this: if you pass up this offer, you're doing yourself a major disservice.
